    Self-Policing: Dissemination and Adoption of Police Eyewitness Policies in Virginia

    Professional policing organizations emphasize the importance of the adoption of sound police policies and procedures, but traditionally doing so has been left to individual agencies. State and local government typically does not closely regulate police, and neither federal constitutional rulings nor state law typically sets out in any detail the practices that police should follow. Thus, law enforcement agencies must themselves draft and disseminate policy. This paper presents the results of studies used to assess the adoption of eyewitness identification policies by law enforcement agencies in Virginia. Policymakers were focused on this problem because Virginia experienced a series of DNA exonerations in cases involving eyewitness misidentifications. In 2005, lawmakers enacted a law that required agencies to have some written policy in place. However, there was little guidance on what that policy should be. To remedy this problem, the state law enforcement policy agency, the Virginia Department of Criminal Justice Services (DCJS) promulgated, in 2011, a detailed model policy on eyewitness procedure. Nevertheless, as reported in a 2013 study, those model practices were only haltingly adopted. In particular, many agencies did not use blind or blinded lineups, in which the administrator does not know which photo is that of a suspect or cannot view which photo the eyewitness is examining. In Fall 2018, all of the over-three hundred law enforcement agencies in Virginia had their policies on this subject requested, using the state freedom of information law. The results show that there has now been widespread adoption of the DCJS model policy. Improved eyewitness identification practices have been adopted by the vast majority of agencies, including large and small agencies. This Article concludes by asking what contributed to the extensive dissemination of a model police policy, and what its implications are for improving police policy and practice without the use of regulation

    Diquark correlations in baryons on the lattice with overlap quarks

    We evaluate baryon wave functions in both the Coulomb and Landau gauge in lattice QCD. These are constructed from quark propagators calculated with the overlap Dirac operator on quenched gauge configurations at beta = 6. By comparing baryon states that differ in their diquark content, we find evidence for enhanced correlation in the scalar diquark channel, as favored by quark models. We also summarize earlier results for diquark masses in the Landau gauge, casting them in a form more easily compared with subsequent studies.Comment: 9 pages, 12 figures, v2 as appears in PR

    Effect of Rosuvastatin on Acute Kidney Injury in Sepsis-Associated Acute Respiratory Distress Syndrome.

    Background:Acute kidney injury (AKI) commonly occurs in patients with sepsis and acute respiratory distress syndrome (ARDS). Objective:To investigate whether statin treatment is protective against AKI in sepsis-associated ARDS. Design:Secondary analysis of data from Statins for Acutely Injured Lungs in Sepsis (SAILS), a randomized controlled trial that tested the impact of rosuvastatin therapy on mortality in patients with sepsis-associated ARDS. Setting:44 hospitals in the National Heart, Lung, and Blood Institute ARDS Clinical Trials Network. Patients:644 of 745 participants in SAILS who had available baseline serum creatinine data and who were not on chronic dialysis. Measurements:Our primary outcome was AKI defined using the Kidney Disease Improving Global Outcomes creatinine criteria. Randomization to rosuvastatin vs placebo was the primary predictor. Additional covariates include demographics, ARDS etiology, and severity of illness. Methods:We used multivariable logistic regression to analyze AKI outcomes in 511 individuals without AKI at randomization, and 93 with stage 1 AKI at randomization. Results:Among individuals without AKI at randomization, rosuvastatin treatment did not change the risk of AKI (adjusted odds ratio: 0.99, 95% confidence interval [CI]: 0.67-1.44). Among those with preexisting stage 1 AKI, rosuvastatin treatment was associated with an increased risk of worsening AKI (adjusted odds ratio: 3.06, 95% CI: 1.14-8.22). When serum creatinine was adjusted for cumulative fluid balance among those with preexisting stage 1 AKI, rosuvastatin was no longer associated worsening AKI (adjusted odds ratio: 1.85, 95% CI: 0.70-4.84). Limitations:Sample size, lack of urine output data, and prehospitalization baseline creatinine. Conclusion:Treatment with rosuvastatin in patients with sepsis-associated ARDS did not protect against de novo AKI or worsening of preexisting AKI

    Transport critical current density in Fe-sheathed nano-SiC doped MgB2 wires

    The nano-SiC doped MgB2/Fe wires were fabricated using a powder-in-tube method and an in-situ reaction process. The depression of Tc with increasing SiC doping level remained rather small due to the counterbalanced effect of Si and C co-doping. The high level SiC co-doping allowed creation of the intra-grain defects and nano-inclusions, which act as effective pinning centers, resulting in a substantial enhancement in the Jc(H) performance. The transport Jc for all the wires is comparable to the magnetic Jc at higher fields despite the low density of the samples and percolative nature of current. The transport Ic for the 10wt% SiC doped MgB2/Fe reached 660A at 5K and 4.5T (Jc = 133,000A/cm2) and 540A at 20K and 2T (Jc = 108,000A/cm2). The transport Jc for the 10wt% SiC doped MgB2 wire is more than an order of magnitude higher than for the state-the-art Fe-sheathed MgB2 wire reported to date at 5K and 10T and 20K and 5T respectively.
